The WLA RFP Standard
The WLA RFP standardization project was launched in 2003. It is designed to make lottery procurement simpler, more transparent and more predictable. This will ease the workload for both lotteries and suppliers when it comes to issuing requests for proposals (RFPs) and submitting proposals. A standardized RFP format offers efficiencies for both lotteries and suppliers and it frees up time and resources for other productive activities. The WLA strongly recommends its members consult the Global RFP Standard when planning a future procurement.

To streamline the lottery procurement process, which is notoriously costly and time consuming, the WLA has worked with NASPL, operators, suppliers and independent consultants to develop a Best Practice for lottery RFPs. The Global RFP Best Practice provides comprehensive guidance and standardization of lottery procurements while fully accounting for the legislation in the respective lottery's jurisdiction. Following the Best Practice will make it simpler, faster and cheaper to develop a successful RFP, obtaining responsive proposals and conduct the evaluation of those proposals.
About the Global RFP Best Practice
The Global RFP Best Practice is aimed at providing guidance and is not a mandatory standard. However, by using it each member individually, and the industry collectively, will dramatically decrease costs and workload in the procurement processes.
The Best Practice does not limit a lottery's ability to specify its requirements as the lottery wishes, nor does it prevent suppliers from tailoring proposals to best meet a lottery's requirements. Rather, the Best Practice is focused on simplifying the often routine and laborious task of the procurement process, allowing both lottery and supplier staff to focus on more productive aspects of the procurement process.
Effectively standardizing procurement processes is a long term project. Continuous improvements will be made to the Best Practice, and WLA encourages your feedback and suggestions.

Information regarding the Global RFP Best Practice template

The RFP Process document contains a description of and recommendations for the entire RFP process, applicable to the lottery organization.
The RFP Template is a complete template of an RFP, with recommended standard language but without any specification of products or services requirements. The objective of the template is to offer a base for any (technology) RFP with recommended standard text wherever it is appropriate. This also implies that certain specific requirements are not included, since they are specific to each respective jurisdiction. In such case, the RFP Template provides just placeholders for such requirements, without any recommended text. Therefore, in a the lottery's final and actual RFP, paragraphs will need to be added by the Lottery, and a number of standard texts offered in the RFP template will not be applicable. In such cases the Lottery will simply replace the non-relevant requirements.
The RFP Template Guide is the "instruction manual" for the RFP Template. It explains each individual section of the RFP Template and also offers alternatives, advise, etc.
RFP Template Structure
It should be noted that the format and structure itself of the RFP Template document constitutes a recommended template. By all lotteries (and thus suppliers) using the same format and structure, clarity of the RFP and the resulting Proposals is significantly improved.
Use the standard RFP text
The various recommended RFP Template requirements contain language that is worded so both Lotteries and Bidders accept them as reasonable. Therefore the Lotteries are encouraged to strive to maintain the original text of the provided language whenever possible and to inform Bidders if the requirement language is WLA standard language or not. In those cases where the text is fully standard, the Bidder can easily provide standard information, rather than looking for text changes.
No product related requirements
This document does not aim at providing specifications related directly to a particular product or service, although on-line technology procurements constitute the primary objective. Technical requirement specifications must be developed by the Lottery as best meeting its own requirements. The RFP Template strives to standardize only the format and routine RFP/Proposal matters and requirements.
