Guangzhou Charity Hospital

Guangzhou Charity Hospital is built to offer medical treatment to patients living in extreme difficulty and to manage in a unified manner the medical treatment fund earmarked for this group of people. For these patients with serious diseases, it greatly removes barriers to access to hospitalization and treatment. And it constitutes an important component of the social security system of Guangdong Province.

In 2004, to address the inadequacy of beds in the Charity Hospital, the construction project of a new inpatient building was launched. The new building has a floor area of 14,412 m2 with an amount of RMB 84.60 million investment, among which RMB 43 million came from public welfare funds raised from welfare lottery (accounting for 51% of the total). There are 300 beds and 12 floors in total in the building, 10 above the ground and 2 underground.

By the end of September 2010, a total of 43,463 patients were cured since its opening, 1,702 operations have been performed for patients in extreme difficulty, and an amount of RMB 73.29 million medical fees was reduced or remitted for this group of patients.

Further initiatives

The total investment in Yantai Welfare Services Center for the Elderly, Shandong Province, is RMB 230 million, all of it from the public welfare funds raised from welfare lottery.

The Center occupies a land area of 120 000m2, with a total floor area of 58 000m2 and 1000 beds. It is a comprehensive and high-class social welfare institution integrating the functions of living, rehabilitation and health care, leisure and entertainment for the elderly. It has been successively awarded the titles of “National Recommended Nursing Home for Non-local Old Age Care”, “National Pilot Nursing Home” and “National Model Facility for Moral and Cultural Values among Civil Affairs Institutions” by the China Aging Development Foundation, the National Working Commission on Aging, and the Ministry of Civil Affairs.

From 2003 to 2011, accumulatively RMB 27.9756 million of public welfare funds raised from welfare lottery has been invested by Xinjiang Uyghur Autonomous Region in equipping Urumqi Welfare Institute for Seniors with better facilities and devices, which brought impressive changes to its facilities and cultural environment as well as service quality

“Longjiang Project Helping PWDs” in Heilongjiang Province was officially launched in October 2008, which aims at installing artificial limbs and other assistive devices for free for Persons with Disabilities (PWDs) living on subsistence allowances or in poverty. The targets of this project were to fund 300 patients to install artificial limbs for the year of 2008, and to fund 850-950 patients to install artificial limbs every year since 2009. The funding standards for installing such rehabilitation assistance devices are as follows (benchmarked to the funding standards of the national “Tomorrow Plan” project):

This livelihood project has formed a long-term mechanism.

Shanwei Aid Management Station of Guangdong Province devotes to offering temporary aid, medical care, management and education to vagrants and beggars without a source of income within Shanwei City, as well as escorting them back to home. It is a government-sponsored institution with the dual function of social welfare and social management.

In 2009, with the support of the Ministry of Civil Affairs (MCA), the Station established an Aid and Protection Center for Homeless Minors. A total investment of RMB 3.5 million was allocated to this project, among which RMB 1.08 million came from MCA-level public welfare funds and RMB 0.9 million from local Shanwei government. The Center was completed and put into use in June 2009 with a total floor area of 773.8 m2 and 36 beds. It is well-equipped and integrates multiple functions. For example, it has children’s activity center, dining hall, office as domestic violence shelter, social worker’s office, monitor room and duty room in order to provide accommodation, food, protection, opportunities for activities etc.
