Regular Members (Lottery Operators)
Membership will be granted by the WLA General Assembly, which is held every two years. After approval by the WLA Executive Committee, applicants become provisional members until the final decision of the General Assembly.
Terms and conditions
- The member organization must be licensed or authorized to conduct lotteries and/or sports betting operations by a jurisdiction domiciled in a state recognized by the United Nations.
- Sales of games of chance and/or skill must account for the majority of the organization's total annual gross revenues.
- The majority of the organization's net revenues must be dedicated to the public good.
- The organization's business practices must conform to the aims and objectives of the Association.
- The organization must subscribe to the WLA Code of Conduct as approved by the membership or to an equivalent Code of Conduct adopted by a regional lottery association.

Membership fees
Fees depend on the lottery organization's annual revenues.
The current fee structure is as follows:Gross sales Fees up to US$ 100 million CHF 4,900 US$ 100 to 500 million CHF 5,600 US$ 500 million to 1 billion CHF 8,400 US$ 1 to 4 billion CHF 14,000 over US$ 4 billion CHF 21,000

Collaborating Members
Eligibility
To be eligible for Collaborating Membership, an organization must either be:
A) owned by a jurisdiction in a country recognized by the United Nations that is not identified as having strategic deficiencies by the Financial Action Task Force on Money Laundering, and be a shareholder of a WLA member.
orB) licensed or authorized, by an above mentioned jurisdiction, to offer the Lottery Games of a WLA member in that jurisdiction provided that the organization has the approval of the WLA member in question. For greater clarity, this provision does not apply to retailers or retailer associations.
Collaborating members do not have voting rights but can, where applicable, participate in WLA certification programs and activities.
Collaborating members’ business practices must be compatible with the aims and objectives of the Association. To become a Collaborating Member a written endorsement by the WLA member in question must be provided. Upon receipt of an application for admission as a Member the Executive Committee may approve the applicant, upon such conditions and payments of dues as the Executive Committee may establish, as a Provisional Member until accepted as a Member at the next General Meeting or Special Meeting. Failing such acceptance, the applicant ceases to be a Provisional Member.
Membership Dues
The annual dues payable by Collaborating Member of the Association are paid in Swiss Francs and are equal to the lowest fee applicable to Associate Members. Currently the dues are fixed at CHF 7000.–

Associate Members (Lottery Suppliers)
Any supplier or prospective supplier of goods or services to the lottery or sports betting industry is eligible for associate membership. The organization's business practices must conform to the aims and objectives of the Association.
Current associate members include suppliers of online and off-line systems, terminals, printers, video lottery terminals, special papers, vending machines, dispensers and drawing machines, telecommunication organizations, ticket printers, game designers, marketing and advertising specialists, consultants, auditors and trade magazines.
The application for associate membership needs to be endorsed by at least two Regular Members (lottery operators) and approved by the Executive Committee. Each letter of endorsement will have to be signed by the lottery member’s CEO.
An application has to be received a minimum 25 business days before the Executive Committee meeting in order to be considered at the next meeting. This will allow the WLA office to verify certain aspects of the application (internet, Regional Association comments etc.) and inform the Executive Committee members of the results so that their comments, if any, can be received before the Executive Committee documents are sent out.

Contributors
The WLA contributors program is open to leading suppliers of the lottery industry. The program offers standardized privileges to those who chose to participate. It also insures the continuity of supplier relations with the WLA member lotteries. The contributors program clarifies the WLA's income structure without pushing up membership fees and helps to support WLA events, member services and projects.
There are two levels of contributor – Platinum and Gold – each with a corresponding fee. Associate membership is a prerequisite to becoming a WLA contributor.
